As of June 1, 2026, usage-based billing for GitHub Copilot is now live for all users, and Copilot code review consumes GitHub Actions minutes in addition to GitHub AI Credits. Every Copilot plan now includes a monthly allotment of GitHub AI Credits, with the option for paid plans to purchase additional usage, calculated based on token consumption across input, output, and cached tokens at listed API rates for each model. Token-based billing affects 4.7 million paid subscribers, and developers running agentic sessions project cost increases of 10x to 50x, with the fallback model removed.

The substantive change isn't the meter — it's the removal of the fallback. Previously, when you exhausted your premium requests, Copilot would fall back to a lower-cost model so you could keep working; that safety net is gone. That single product decision converts Copilot from a productivity tool into a budget instrument, because the failure mode is now "your dev stops mid-sprint" rather than "your dev gets slower autocomplete." Internal Microsoft documents reported in April showed the week-over-week cost of running GitHub Copilot had nearly doubled since January 2026, and GitHub's own April 27 post acknowledged it had become common for a handful of requests to incur costs exceeding the plan price. That's the real story: Microsoft is no longer willing to subsidize the agentic-coding learning curve on Azure's margin. Every other AI coding tool — Cursor, Cognition's Windsurf, Claude Code — will follow within two quarters or eat the same losses.
