Pricing AI capex on a steady-state energy and water cost that no longer holds

China's Shanghai Lingang undersea data center entered operation in May and was profiled this month by Data Center Dynamics. The HiCloud-operated facility runs 95% of its server racks on offshore wind, uses seawater for cooling via a copper-pipe heat-exchange system, eliminates freshwater consumption, reduces electricity use by 22.8%, and cuts land footprint by more than 90% compared with an equivalent above-ground build. HiCloud has a 500MW subsea deployment roadmap targeting AI training workloads. In the US, analysis covered by Tom's Hardware and the Water Education Foundation found that 517 of 809 planned US AI data centers — roughly two-thirds — are slated for areas classified as drought-stricken by NOAA's National Integrated Drought Information System, with the country experiencing its driest start to a year since 1910. A large data center can require up to 5 million gallons of water per day — the consumption of a 50,000-person city. Polling cited in the same coverage shows 70% of Americans say they don't want to live near a data center, and state legislatures from Virginia to Arizona are now reviewing siting restrictions.

The contrast in a single news week is the news. China is treating cooling and energy as the architectural constraint and engineering around it; the US is treating both as a permitting question and assuming the water and electrons will be there. Both bets are now on the public record, and one of them ends with a state-level moratorium. The number that should sit in every enterprise capacity-planning deck this quarter is 22.8% — that's not a marginal energy edge a Western hyperscaler can compete against forever in a power-constrained grid. For US-domiciled data-center operators, political risk has overtaken capex risk: a Texas or Arizona governor signing a residential-water-first siting restriction in 2027 would re-route hundreds of megawatts of planned AI capacity and reset colocation pricing across the Sun Belt. For B2B buyers signing 24-month compute contracts, the lock-in to a US-only roadmap is now a regional-policy bet, not a procurement choice.

Counterview

One demonstration site at 2.3MW does not validate a 500MW subsea roadmap; seabed corrosion, maintenance, fiber latency, and emergency-access constraints haven't been tested at production scale. The US drought-zone count is a planning-stage snapshot, and many of the 517 sites will move, be cancelled, or get pumped water from non-local basins before ground breaks. The right read is "siting risk is rising," not "China has solved the cooling problem."
