On June 2, 2026, President Trump signed an executive order titled "Promoting Advanced Artificial Intelligence Innovation and Security," directing federal agencies to establish a framework for the secure deployment of frontier AI models, including a process by which developers would voluntarily provide the government with early access to models for up to 30 days before releasing the technology to other trusted partners. The signed order narrows the voluntary government review window to 30 days, down from 90 in the prior version , IAPP reported. Section 2 directs the Treasury secretary — in consultation with the national cyber director, NSA, and CISA — to form an "AI cybersecurity clearinghouse" within 30 days, in voluntary collaboration with the AI industry and critical infrastructure operators , per A&O Shearman's reading. Don't get distracted by "voluntary." Industry frameworks like the NIST Cybersecurity Framework and the Secure Software Development Framework are also voluntary in many contexts, but they gain teeth when procurement, audits, insurers, customers and regulators start expecting them. The structural choice that matters most isn't the 30-day window — it's Treasury being named lead on the clearinghouse. That puts financial-services regulators in the room defining frontier-model security baselines, which is how voluntary US frameworks usually become de facto enterprise procurement requirements within 18 months. The other tell: a faction led by Defense Secretary Pete Hegseth had been lobbying for tighter restrictions on frontier models due to concerns they could be weaponized by foreign adversaries — that camp didn't get its mandatory regime, but it got an infrastructure that can become one without another EO.
