The interesting structural read is on the OpenAI side: Microsoft remains the named cloud partner, but the moment OpenAI starts distributing through Dell hardware, the Azure exclusivity story weakens — Anthropic has been picking off regulated enterprise via Claude Code and the Goldman/Blackstone JV, and on-prem is the one channel where Azure couldn't follow.
