Two governance stories bracket today's slate, and they're the same story from opposite ends. In Washington, three labs are drafting a self-regulator; in Sacramento, a governor just wrote the private right of action that says nobody trusts them to. In between, an agent swarm compromised 395 organizations in three days and a Chinese prefecture built more racks than Colossus by a factor of a thousand — the two facts that make the safety-body pitch land, and the two that also make it look like a moat. The bet that isn't working is "voluntary" as a stable equilibrium: it holds until a per-child fine or a nation-state agent swarm arrives, and both arrived this week. Considered and passed: OpenAI's Data agent in ChatGPT Work (feature ship, not a capability change) and the CrowdStrike-OpenAI Falcon Guardian extension (partnership announcement, no runtime data yet).
