China's Ministry of Commerce is consulting Alibaba, ByteDance and Zhipu on rules to prevent advanced Chinese AI and flagship start-ups from ending up in Western hands, the FT reported.
- Proposals target training-data transfer and open-weight downloads; API access would stay open.
- Curbs may also block TSMC and Qualcomm from fabricating chips designed by Huawei, Alibaba and ByteDance.
