In a paper published this week, OpenAI said non-developer adoption of Codex outpaced developers, with non-developer users rising 137x for individuals, 189x for organizational users, and 12x within OpenAI since August 2025. The paper also reports that "in June 2026, the median OpenAI employee in a legal role generated 13 times more monthly output tokens across Codex and ChatGPT than they did in November 2025." What it means

The headline number is real but the source is the vendor; the more interesting datum is the 13x token growth from OpenAI's own legal team — a category that historically resists tool change. The gap between internal and external adoption raises questions about how representative OpenAI's own workforce is, and the paper does not address whether the company incentivises employees to use Codex; no independent third party has verified any of the usage figures. Treat the curve shape as directionally correct and the absolute multipliers as marketing until a customer audit reproduces them.
