He named OpenAI, Anthropic, and xAI specifically; under the framework being discussed, OpenAI would donate equity to the federal government rather than sell it, with those donated shares seeding what OpenAI has branded a "Public Wealth Fund," a sovereign investment vehicle the company outlined in an April 2026 policy proposal. This is OpenAI's idea, not Trump's — and that's the only frame that makes the next twelve months legible.
